QUANGANHCONS | MEDIUM-VOLTAGE ELECTRICAL EPC IN VIETNAM
Turnkey transformer substations and 22–35 kV power lines for industrial plants
A technical and commercial guide for foreign-invested factories, industrial parks, logistics facilities and developers expanding in Vietnam. Compare substation configurations, understand project costs, prepare the utility connection dossier and request a site-specific EPC quotation.

1. Transformer substation construction costs in Vietnam (2026)
There is no universally valid “price per kVA” for a turnkey installation. Two 1,000 kVA projects may have very different civil work, connection points, MV switching, metering arrangements and cable routes. A reliable budget starts with a single-line diagram, load study, preliminary site survey and a clearly defined battery limit.
Typical cost packages: (1) engineering and grid-interface documents; (2) 22/35 kV overhead line or underground cable including trenching and reinstatement; (3) RMU, LBS, FCO, VCB/recloser, CT/VT and surge arresters as required; (4) transformer procurement and testing; (5) LV MSB, ACB/MCCB, busbars, cables and reactive-power equipment; (6) foundation, enclosure or electrical room, earthing, ventilation and drainage; (7) lifting, installation and safety management; (8) commissioning, as-built records and handover.
Check exclusions separately: applicable VAT, third-party infrastructure charges, land costs, special road crossings, upstream network reinforcement, utility-specific fees and factory LV distribution beyond the agreed terminals. These must not be assumed to be included simply because the offer says “turnkey.”
For a first-pass estimate, use QuangAnhcons’ live substation calculator (Vietnamese interface). Its output is a preliminary engineering/commercial indication, not a binding fixed-price contract or approved electrical design.
2. Which transformer substation type fits the project?
2.1 Pole-mounted transformers
Used for eligible lower-capacity loads when utility rules and structure calculations permit. Check pole strength, clearances, lightning protection, earthing, metering and safe maintenance access. Watch QuangAnhcons’ related concrete-pole installation work (construction-stage reference, not a complete pole-mounted station).
2.2 Two-pole platform / gantry substations
Often considered for 160–630 kVA distribution projects. The transformer is supported between reinforced-concrete poles; design covers steel support, foundations, MV protection, LV enclosure, protection coordination and access restrictions. Construction video: 400 kVA gantry pole installation.
2.3 Single steel-pole substations
A compact option where site area is constrained, subject to configuration and local approval. Wind loading, pole and foundation design, corrosion protection, working clearances, earthing and operating procedures must be checked. Related MV switching-equipment installation video; this is not a verified steel-pole project video.
2.4 Outdoor ground-mounted substations
Suitable for larger industrial loads, with foundation, bund or oil-management measures when applicable, fencing, drainage, lifting access, cable exits, LV switchboard integration and coordinated protection. The required RMU/LBS/VCB architecture depends on network conditions rather than a fixed template.
2.5 Kiosk / compact packaged substations
Integrate MV switchgear, transformer and LV sections inside a prefabricated enclosure. Review IEC 62271-202, segregation, enclosure IP rating, ventilation, heat dissipation, flood level, access and fire-safety requirements where applicable. QuangAnhcons’ 2,500 kVA kiosk commissioning case.

2.6 Indoor transformer rooms
For buildings or plants with dedicated electrical rooms. Assess oil-filled versus dry-type transformers, ventilation, fire compartments, access for replacement, cable trenches, flood risk and MSB/busduct interfaces. Related industrial transformer cable termination video.
3. Engineering basis: capacity, protection and power quality
Specify diversified maximum demand using defensible operating profiles rather than adding every installed nameplate rating. Check large motor starting currents, short-circuit level, prospective expansion, transformer losses, redundancy, solar PV/BESS/EV chargers, power factor and harmonic distortion. For preliminary three-phase LV current, I = S / (√3 × U); a 1,000 kVA transformer at 400 V is approximately 1,443 A. This alone is insufficient to select busbars, ACBs or cables: thermal derating, voltage drop, selectivity, I²t and fault withstand must also be verified.
Engineering references may include IEC 60076 (transformers), IEC 62271 (MV switchgear and prefabricated substations), IEC 61439 (LV assemblies), IEC 61936-1 (installations over 1 kV) and applicable Vietnamese standards and current utility requirements. The latest applicable editions and design approvals must be checked for each contract. Capacitor banks must be evaluated for resonance where variable-speed drives and rectifier loads produce harmonics.
4. Grid connection, approvals and required documents
First identify whether electricity is supplied directly by the local utility or by an industrial-park distribution entity. The investment boundary, ownership, revenue metering point, switching authority and maintenance responsibility must be documented: equipment located within factory land is not automatically under the factory’s unrestricted switching control.
- Provide investor/company details, authorised representative and evidence of site rights or lease where required.
- Share site drawings, coordinates, access, desired energisation date and available existing electrical drawings.
- Supply maximum demand, machine-load schedules, major motors, power quality concerns and expansion plans.
- Agree the connection point, line route, metering and protective-device requirements with the competent network operator.
- Develop and obtain the required design, construction, industrial-park, road-opening, fire-safety and environmental approvals where applicable.
- Complete construction records, factory tests and on-site testing; coordinate inspection, energy-sales arrangements, energisation and handover.
The compliance framework includes Vietnam’s Electricity Law 61/2024/QH15 and applicable implementing rules, as amended. There is no universal guaranteed approval or energisation timeframe; requirements vary by the network operator and project.
5. QuangAnhcons EPC execution and commercial deliverables
Survey → engineering coordination → procurement → MV/LV construction → testing → energisation → documentation and warranty. Our quotation identifies scope and exclusions, equipment brands/specifications, civil works, schedule milestones, payment terms, testing documents and defect-liability arrangements. A buyer should request an itemised BOQ, approved SLD, relevant manufacturer certificates/test reports, relay settings and as-built drawings as appropriate.

6. Frequently asked questions
How much does a 630 / 1,000 / 2,500 kVA substation cost in Vietnam?
The price depends on type, transformer specification, RMU, line length, civil works, installation constraints and agreed scope. Request a project-specific BOQ-based quotation.
Is a compact kiosk always cheaper than an outdoor ground-mounted station?
No. The kiosk may reduce certain civil-work requirements but increase enclosure and integration costs. Compare like-for-like specifications.
When should the grid connection be agreed?
Before freezing equipment orders, so voltage class, protection, metering and ownership boundaries are clearly defined.
Can QuangAnhcons upgrade or relocate an operating substation?
We can assess extensions, transformer-capacity upgrades, MV/LV modifications and relocation packages subject to a site survey and outage plan.

Capacity range and application conditions
The catalogue defines the enquiry range of this tool, not universal TCVN capacity limits. Single pole-mounted transformers: 15–100 kVA; three-unit banks: 3×15–3×100 kVA. Platform substations: 100–630 kVA. Steel-pole substations: 100–630 kVA; 750/800 kVA require design verification and local approval. Ground-mounted, kiosk and indoor configurations: 50–10,000 kVA. Not every configuration has a package price or the same structural design.
Reference: EVN Decision 1299/QD-EVN dated 3 November 2017, Volume 1, sections 3.3–3.4. Check the current requirements of the responsible utility before implementation. Kiosks must meet manufacturer ratings and testing requirements (IEC 62271-202); indoor and ground-mounted arrangements must meet project layout, ventilation, structural and fire-protection requirements. For multiple transformers, specify the quantity and capacity of each unit.
